APEC Business Travel Card: check your China approval

Last checked 2026-10-17 · ChinaLocal team

The short answer

The APEC Business Travel Card is not a blanket visa waiver. Check whether China is listed as an economy that has precleared your card.

Carry the valid passport linked to your ABTC. The card does not replace a passport, and entry remains subject to the destination’s rules.

APEC distinguishes fully participating economies from transitional members. Their treatment differs, so check the official APEC instructions and your home economy’s issuing authority.

What to do

  1. Check the current validity of your ABTC and the passport associated with it.
  2. Read the economies listed as precleared on the card or in its official virtual record. Confirm that China is included before relying on ABTC privileges there.
  3. Read the official APEC FAQ for the participation type and any conditions that apply to your issuing economy.
  4. Ask your home economy’s ABTC authority about applications, renewals, passport changes and unresolved preclearance.
  5. If China approval is absent or unclear, check the appropriate Chinese embassy or consulate route before departure.

Preclearance is specific

APEC says preclearance is granted by individual participating economies. A cardholder may travel under ABTC arrangements only where the destination has approved that cardholder and the other conditions are met. Do not assume approval for China because another economy appears on the card.

The card complements a passport; it does not replace one. Check both documents and current entry rules before making a nonrefundable booking.

Applications and transitional members

Your home economy sets the application process and eligibility for its applicants. APEC also distinguishes fully participating and transitional economies; transitional participation can require ordinary visa or entry documents. Do not treat another traveler’s experience as proof of your own access.

Common problems

Does every ABTC holder enter China without a visa?

No. Check China preclearance on your own card or official record and the current conditions.

Can I travel with the card alone?

No. Carry the valid passport associated with the card and any other documents required for your trip.

Who handles my application or renewal?

Your home economy’s ABTC authority. Follow its official process and ask it about passport changes.
